STAGNATION IN BORDER SECURITY FORCE

 

Are  Jawans, subordinate officers and officers in BSF happy with human resource management? Are General duty cadre officers happy with cadre management? Is Government fair to Jawans and officers  in terms of career opportunities and promotions?  These questions may be trivial for  government and top  BSF hierarchy  but matter a lot for dignity and self-respect of men and officers.  BSF   deployment is in difficult geographical and climatic conditions and personnel are enduring  stagnation, prolonged working hours, attrition, inadequate infrastructure. Reality check on promotional avenues in BSF is desired and  government need  to address stagnation issue  URGENTLY .

                                         PROMOTIONAL AVENUES 

      BSF  men and general duty cadre officers are suffering worst kind of stagnation.  BSF  have failed to maintain its  own laid  residency period parameters for promotions leading to acute stagnation. Ministry of home affairs instead of restoring uniformity in promotions have encouraged inter cadre rivalry by pitching one cadre against other, by framing rules, which encourage cadre rivalry. Stagnation in BSF is very acute. The present status of promotions/stagnation in BSF   is depressing as under:-

  - Residency period for promotion from Constable to Head constable is 08 years. Constables of 2000 in BSF are constables despite completing 22 years of service.

-   Residency period for promotion from Head constable to ASI is 05 years. Constables of 1990 are Head constables despite putting in 30 years of service.  Constable of 1990 should be Head constable in 2001/2002 and aspiring to be officer in 2020.

-Constables of 1988 are Assistant Sub Inspectors despite putting in 33 years of service. As per residency period should be minimum Deputy Commandant.

     Constables of 1983 are Sub Inspectors and inspectors whereas per residency period should be second- in- command.

 - It takes about 12 years of service as inspector for promotion from Inspector to Assistant Commandant. Sub Inspector Direct entry of 2003 are still inspectors whereas should have been Deputy Commandants.


 FACT CHECK/ REALITY OF PROMOTIONAL AVENUES FOR OFFICER CADRE  

-Officers of 1996 batch in BSF are still second in command in 26TH  Year of service

- Officers of Dec 1990 batch are still commandants despite putting in about 31 years of service

-BSF need to introspect and carry out course correction in the interest of discipline ,morale and motivation and professionalism
